Title : National Consultant for National Date Processing
DURATION : 11month in three missions of 3-4-4 months each during the
  Period of the TCP project operation
LOCATION : Khartoum , with frequent visits to the states

TASKS AND DUTIES
Under overall supervision of the FAO Representative in Sudan and the technical supervision of the concerned technical office in FAO close collaboration with the NPC, the government counterparts , and under guidance and close collaboration with the International Date processing Consultant , the consultant will carry out the following duties and responsibilities :
Review the data processing capacity of CBS, identify gaps and weaknesses in equipments , resources and skills in processing agricultural data and make proposals to strengthen the capacity
Provide inputs to the design of Census tools (questionnaires ) and tabulation plan taking into accounts the data processing requirements
Monitor the data processing and tabulation plans of the pretest
Advise on the development of a macro computer based system for the processing of agricultural census and surveys and any other data associated with agricultural statistics
Consult national staff involves with the project in all aspect of data processing
Modify / amend system if required , taking into accounts the results from pretest processing
Set up data entry screens , edit checks and requirements for data transfer to computers
Provide extensive training for all staff working in the project in data transfer , coding , editing and tabulation
Provide sample tables from data collected
Monitor the data to editing to error
Assist in the preparation of work plan and budgets for the upcoming Census program
Provide all tables as per tabulation plan
Develop a sample database system to ensure key data are available in a timely manner and is a user friend manner
Advise ways to improve the format and presentation of reports
Provide training to counterpart staff in all aspects of the system
Prepare quarterly reports and suggest recommendation for the next quarter ; and also prepare a final report at the end of TCP .

QUALIFICATIONS REOUIREMENT

Applications are normally not considered from candidates who do not posses ALL of the Essential Qualifications
Education : An advanced degree (M.Sc. ) from a well recognized and
  Reputable university in Statistics or Computer science
Experience : Expert knowledge and experience of at least 5 – 8 years in
  Processing agricultural census or surveys Experience in using
  Micro computers and standard software packages (eg . CSPro
  And SPSS or any other relevant software package ) .
  Knowledge and experience in agriculture is an advantage
Languages : Fluency in both English an Arabic languages is essential
